Biography* Obituary:
     Macon. Ossie Payne Culpepper, 95, of Macon, formerly of Toccoa, died Sunday, Sept. 29, 1996. A native of Franklin County, Mrs. Culpepper was a daughter of the late Thomas Jefferson and Lou Ella Duncan Payne. A graduate of Piedmont College, she was a retired teacher and a member of First Baptist Church of Toccoa. Funeral services will be at 2 p.m. Wednesday at Whitlock Mortuary, Toccoa, with Dr. Henry Fields officiating. Burial will be in Stephens Memorial Gardens. Survivors include her husband, William G. Culpepper; a daughter, Dorothy C. Goodson, Macon; six grandchildren; and several great-grandchildren. The family will receive friends 1-2 p.m. Wednesday at the mortuary.7
