Biography* 19 Sep 1993, The Virginian-Pilot. Delbert Winston Culpepper, 82, of the 100 block of Sibbern Drive, formerly of Portsmouth, Va., died 16 Sep 1993, in Elizabeth City, N.C. Mr. Culpepper was born in Portsmouth. He was the founder and former owner of Professional Footwear of Portsmouth. He was a member of Kitty Hawk Baptist Church and was the widower of Hazel Lewis Culpepper. He was a member of the Lions Club of Portsmouth and the Executive Club of Portsmouth. He was a former member of the Portsmouth Chamber of Commerce and was a charter member of the Merrimac Civic Club. Survivors include a daughter, Vicky Culpepper Steiro of Portsmouth; a son, Winston Culpepper of Richmond; and five grandchildren. The graveside service will be conducted at 2 p.m. Monday in Olive Branch Cemetery by the Rev. Bill Creef. The family will be Snellings Funeral Home, Churchland Chapel, from 7 to 9 p.m. today, and other times at 3602 Harding Drive, Chesapeake.
