She was a member of West Norfolk Baptist Church. Survivors include her husband, Thomas Fred Culpepper; a daughter, Freddie Sue Culpepper Steeves of Chesapeake; a son, Thomas V. Culpepper of Portsmouth; her mother, Evelyn Y. Smith of Union Point, Ga; five sisters, Lillian Lutton of Union Point, JoAnn Combs of Washington, Ga., Lucy Holbert of Mineral Wells, W.Va., Gladys Heatherton of Reno, Nev., and Nancy O'Boyle of Enterprise, Ala; three brothers, Buddy Smith of Union Point, George Lutton of Atlanta and Raymond Smith; and a grandchild. The funeral will be conducted at 3 p.m. Friday in Sturtevant Funeral Home, Portsmouth Boulevard Chapel, by the Rev. Rick Cole. Burial will be in Meadowbrook Memorial Gardens, Suffolk. Friends may join the family at the residence. Memorial donations may be made to the American Cancer Society.2
