Birth*circa 1858 Austin was born at Florida circa 1858. 
Biography* Austin appears in the 1870 census as age 12 and in the HH of E. H. and Martha Otis. However, ten years earlier, in 1860, E.H. appeared to still be single, living in the HH of his parents. Also, the 1900 census said that Martha had only 2 children, and the Alma Elaine Culpepper Bible indicated that Lennie Howe (Malinda Otis) had only one sibling: Simeon. Thus, Austin is probably the orphaned child of a close relative of E. H. Otis. 
 He was the son of Edwin Houston Otis and Martha Ann Strickland. 
1870 Census1 Jun 1870 Martha, Austin, Simeon and Melinda was listed as a household member living with Edwin Houston Otis on the 1870 Census at Milton, Santa Rosa Co., Florida.2 
Census1 Jun 1885 They was listed as a son in the census report at Santa Rosa Co., Florida, on 1 Jun 1885.3
