Biography* William Keith Culpepper, b. October 26, 1913 in Cordele, Georgia, son of John Oscar Culpepper and Eunice A. Horne Culpepper and grandson of William A. Horne, lawyer and Methodist minister and Mollie Hatcher Horne.
     Mr. Culpepper moved to Leesburg September 10, 1940, with wife Eula Craig Culpepper, and daughter Eunice Culpepper. He worked as agent for the Banker's Health and Life Insurance Co., now known as United Insurance Company of America, for several years. Bought service station in partnership with J. P. Horne known as Central Service Station, which, at that time occupied corner of old hotel property. After buying partner's interest later in 1945, then bought station formerly operated by Mr. John Forrester from J. B. Cannon, operated same until retirement in January 1980.
     Wife, Eula, died May 1950, and he then married the former Frances Jones DeVane, daughter of Mr. and Mrs. Oscar B. Jones, of Americus in January 1953. She had two children, William L. DeVane and Phyllis Anne DeVane, both of which now are married. They have eight grandchildren and three great-grandchildren.
     Mr. Culpepper was elected Lee County Coroner in 1954 and is still serving in that capacity, was elected to the Leesburg City Council in 1973, still serving on same, was elected a member of the Lee County Democratic Executive Committee in 1974 and elected treasurer at the death of Jack Forrester, and is presently serving in that capacity. Also, was elected General Chairman of Leesburg Centennial Committee in 1974.
     Mr. Culpepper was elected to Board of Directors of Lee County Primary Health Care Incorporated in 1976, served until merger into Albany Area Primary Health Care, where was elected as the first Chairman of the Board of Directors, which operated three up-to-date clinics, served as Chairman until November 1981, when was elected Treasurer and Member of the Board of Directors: was elected to Board of Directors of Albany Metropolitan Planning Commission in 1975, still serving on same except for lapse of two years.
     Mr. and Mrs. Culpepper are members of Leesburg Methodist Church and Heyward Cook, Sr. Sunday School Class. Mr. Culpepper has been a 32nd Degree Scottish Rite Mason since 1945.
