Born in Pasquotank County, 9 July 1916, the son of William Thomas and Alice (Butler) Culpepper. He married Shirley, daughter of Thomas Clifford and Eula (Bright) Perry, on 23 February 1946. Children: William Thomas III, Sandra, Cliff, and Lynn Culpepper. He attended N.C. State College and Strayer Business College; was president of Culpepper Hardware Co., Inc; Member N.C. General Assembly (House of Representatives) 1967-1972; president Avon Fishing Pier (Hatteras); secretary-treasurer Wright & Culpepper, Inc; vice-president Albemarle Industries, Inc. He was a member of the Masons; Shrine Club; B.P.O.Elks Club; Improved Order of Red Men; Veterans of Foreign Wars; veteran of World War II. He was a member of the First Baptist Church. Died 19 September 1972 and is buried in West Lawn Cemetery.
