Biography* 10 Jun 1768 -- Norfolk Tithables, Western Branch Precinct, Joseph and Benjamin Culpepper (same household). This is the first appearance of both Joseph and Benjamin in the tithe records, and so they must both have just turned aged 16, and must have been twins. Joseph must have died intestate before March 1799, as an inventory of his estate was made that year in Norfolk County. Zachariah Owens, Zachariah Nichols, and Stephen Makins were appraisers of Joseph's estate. He would have been about 47 years old. Joseph seems to be one of the most likely candidates to have been the father of brothers Stephen and Lemuel Culpepper. In any case, the names Stephen and Lemuel must have come from his wife's side of the family, since they were not Culpepper family names. And his wife must have been from one of the nearby families living on the Western Branch of the Elizabeth River. Stephen and Lemuel were both family names in the Hodges family, for instance. Stephen Makins took the inventory of Joseph's estate and may have been his brother-in-law. The name Lemuel was used in the early Bruce, Etheridge, Portlock, Veale, and Willoughby families, just to mention a few. Wills in these and other early Norfolk families should be checked, to see if the name of Joseph's wife can be determined. Her father might possibly have left a bequest to his grandsons Lemuel and Stephen in his will.
