Biography* The Alma Elaine Payne Culpepper Bible created during the 1950's contained information gathered directly from her mother, Alma Howe Payne, daughter of Joseph R. Howe and Linnie Otis Howe. The bible shows that Linnie and Simeon were the children of Edwin H. Otis and Martha A.1
